WAHVA System Management (Common Standards)

Common Standards Module Overview

The Common Standards Module within the Main Roads Western Australia Heavy Vehicle Accreditation (WAHVA) scheme establishes a framework for responsibilities, records and documentation, training and education, internal review and incident management.

These Common Standards provide a foundation that connects with the Maintenance Management, Dimension and Loading, Fatigue Management and Mass Management Modules. The Common Standards module was introduced to the WAHVA scheme to simplify the scheme by condensing the requirements that apply to multiple and/or all modules into one module, the ‘Common Standards’. For example, training and education records are required for all modules.

Compliance

To comply with the Common Standards Module, operators need to adhere to several key standards:

WAHVA Management Plan: Operators must establish a management plan addressing how they will comply with the standards, including policies, procedures, schedules and responsibilities.

Responsibilities: Clearly identify the tasks and responsibilities within the Management Systems including alternative arrangements if a responsible person is unavailable.

Records & Documentation: Operators must maintain accurate records that reflect their adherence to management systems.

Training & Education: Operators must have written instructions identifying what training is required for and provided to each person involved in the transport operation in relation to each of the modules in the WAHVA scheme. Records must include ·    Driver/Employee name, training provider name, summary/list of subjects included in the training, completion date and any renewal/refresher dates applicable.

Internal Reviews: This standard requires operators to conduct bi-annual reviews to assess compliance and identify non-conformances.

Documentation

To comply with the WAHVA scheme, several key documents are required:

WAHVA Management Plan: A formal document outlining the procedures for loading and securing cargo, including specific guidelines for different types of loads.

Responsibility Statements: A formal document clearly identifying the tasks and responsibilities a person has within the Management Systems, signed by all drivers and personnel responsible for the administration and compliance with the WAHVA scheme.

Vehicle Register: A register containing all relevant information for each vehicle including trailing equipment.

Employee Register: A register of all employees including their training and education dates and commercial vehicle medical date and expiry.

Bi-Annual Internal Reviews: This standard requires operators to conduct bi-annual reviews to assess compliance and identify non-conformances.
